Mix flour, water, salt and baking soda to form dough for wrappings; knead until smooth; and let stand for 30 minutes.
Sprinkle breadboard with cornstarch and roll dough very thin. Cut into 2 ½ inch squares.
Place ½ tsp of filling in center of each square. Fold corners toward center in envelope-style and seal edges with mixture of cornstarch and water.
Heat oil and deep fry ravioli until golden brown.
Mix all sauce ingredients except cornstarch and water. Heat sauce and add mixture of cornstarch and water when it comes to a boil. Bring sauce to a boil once again and serve with ravioli as a dip.
